Taiwan trip November 2017

Charles has recently returned from a trip to Tiawan where he presented on Finance for Offshore Wind at an international conference. To accompany this visit he's produced a report on how Taiwan is the new offshore wind hotspot:


Taiwan is an offshore wind hotspot with key players such as Orsted (formerly Dong), Siemens, Macquarie and Mitsubishi Generation investing to capture early mover advantage. The focus by developers and investors on Taiwan is due to strong government commitment to an ambitious windfarm programme; a high Feed in Tariff (FIT); a positive business environment and a potential base for offshore wind throughout South-East Asia.


The offshore wind programme is a critical part of plans to replace nuclear power which will be shut-down due to safety concerns. By 2025, the government plans the installation of 600 offshore wind turbines with a total capacity of 3GW under the FIT regime; and a further 2.5GW through competitive auctions. The first, demonstration projects in the Taiwan straits are shown in Figure 1.

Capacity Auction

See our latest comment on the 2015 Capacity Auction published in the infrastructure finance magazine Inspiratia


Charles Yates, managing director of CmY Consultants, said, "The key parameters for the 2015 auction are similar to the 2014 auction, suggesting the government is hoping for a similar result, particularly with regard to the low clearing price of £19.40/kW."


In 2014, 94% of contracts were awarded to existing or refurbished units, with Yates adding, "The industry is looking for a high price to support the investment in new capacity which was lacking in the 2014 auction."
